The Alliance Partners with USDA & Groups to Promote Wood Heat


John Ackerly, president of the Alliance for Green Heat, on September 11 joined the USDA's Deputy Secretary Krysta Harden, along with leaders from, the Biomass Power Association, the Biomass Thermal Energy Council, and the Pellet Fuels Institute, in Washington for the announcement of their new partnership agreement. The alliance will jointly promote and expand the woody biomass sector, which will help to improve the safety and health of our nation's forests.

"Today's announcements will help us find innovative ways to use leftover wood to create renewable energy and support good jobs in rural America," USDA Secretary Vilsack said. "Wood to Energy efforts are a part of our 'all of the above' energy strategy. Appropriately scaled wood energy facilities also support our efforts to remove hazardous fuels and reduce the risks of catastrophic wildfires."

The Alliance for Green Heat is part of this partnership to work more closely with the US government to advance cleaner and more efficient wood and pellet stoves. "The USDA is uniquely positioned to help rural families better use wood and pellets to heat their homes and we look forward to working with them on that," said John Ackerly.

The partnership agreement focuses on promoting wood energy nationwide as a means to address fire risk, bolster rural economic development, improve air quality and help meet the Obama Administration's renewable energy and energy efficiency goals. These organizations support the use of wood energy across the scale of users – from residential users, to commercial and institutional facilities, to industrial production of heat and/or electricity to drive businesses and feed the electrical grid.

Staff from USDA and the four groups will meet regularly to develop and implement an action plan for wood energy, seeking to increase awareness of USDA program opportunities, encourage adoption of wood to energy technologies, and strengthen coordination of industry and USDA initiatives.

I'm John Ackerly, President of the Alliance for Green Heat. We represent the interests of more than 10 million American households who heat their homes with wood and pellets.

We hear about solar a lot, but families who heat with wood make three times the energy that all residential solar panels make. In fact, it's rural Americans with modern wood and pellet stoves who are leading the residential renewable energy movement and that is something we should be really proud of.

With the resurgence of wood and pellet heating, it's the third most common form of heating in America after gas and electricity.

But we need even cleaner and more efficient stoves on the market, and we need to help remove the older, less efficient wood stoves. The Forest Service is a partner in places like Seeley Lake, Montana, where old stoves are being replaced with modern, new ones, resulting in significant improvements in air quality. We are glad this MOU will put a spotlight on how wood and pellets can help rural families affordably heat their homes with a local, renewable fuel.

On November 16th through 19th, we are holding the Wood Stove Decathlon, a competition to see what team can make the cleanest, most efficient, and most affordable wood stove, right here on the National Mall in front of this building. We are proud that USDA is a partner in this technology competition. I invite you all to come.

You probably think you know what a wood stove is. Well, come check out these high-tech stoves in November: you will see computerized wood stoves, condensing wood stoves, stoves you control with your smart phone – and stoves that even charge your smart phone in a black-out. And maybe most importantly, you will see stoves that are automated with oxygen sensors, which are used in all of your cars, and are key to clean and efficient combustion in cars, boilers and many other applications.

Consumer Reports Rates Chain Saws


Heavy-Duty Gas
Think it’s hard to decide between industry leaders Stihl and Husqvarna? Well, so does Consumer Reports magazine. But in the October 2013 issue, Stihl edged out Husqvarna on performance and price, garnering a “CR Best Buy”. The Stihl MS 180 C-BE (or the 181 C-BE) got CR’s top rating, and cost only $230.

These two top performers both weighed 11 pounds and had 16 inch chains. The Husqvarna 435 440E came in second at $270. Third and fourth place went to Echo, and a Poulan Pro came in 5th at $180.

Light-Duty Gas
Among the light duty saws, the Craftsman 34190 (made by Poulan Pro) came in top, at $150 and the Homelite UTI0589A second at $160. The light duty saws were no lighter in weight, and sometimes were heavier than the heavy-duty saws. Their chain length was also the same, either 16 or 18 inch.

Corded Electric
The top ranked corded electric saws performed as well as the light-duty gas saws. The best, the Worx WG303.1 cost only $100 and weighs 11 pounds. It sawed as quickly as some light duty models and spared you the hassle of refueling, pull starting and tune-ups.

Now for advice from the Alliance for Green Heat: Even if your wood stove can take an 18 or even a 20 inch log, considering cutting lots into lengths of about 14 to 16 inches, especially if you're planning to burn it in the next few months (less than 6 months). Shorter, split pieces of wood will dry faster, and give you more usable BTUs from each log. And remember, you need to split the wood as soon as possible to really start the drying process. Un-split wood does not dry well and can double the time it takes to season the wood. The EPA's Burn Wise program's Best Burn Practices notes, "Wood burns best when the moisture content is less than 20 percent. You can purchase a wood moisture meter to test the moisture content of your wood before you burn it."

Fuel Switching: Oil to Wood Has Biggest Carbon Benefit

Alliance for Green Heat, January 4, 2013 - Switching to wood heating is an effective and inexpensive way to reduce a family's carbon footprint. One wood stove can reduce as much carbon as a typical solar PV system for less than 1/6th of the cost. U.S. Government Winter Fuels Outlook Includes Pellets and Wood for First Time


EIA Administrator Sieminski says wood pellets represent a “significant opportunity” for consumers to save money

October 10, 2012 - The U.S. government released its annual assessment of prices and availability of heating fuels today and for the first time it included information on pellets and firewood. After gas and electricity, wood is the third most common heating fuel in America, but the annual Winter Fuels Outlook had never discussed it prior to the 2012-13 heating season.

The Winter Fuels Outlook is put out by the U.S. Energy Information Administration (EIA), an independent statistical and analytical agency within the Department of Energy. Reports published by the agency are the premier source of energy information in the country and are used to guide economic policy and educate the public.

During today’s press conference, EIA Administrator Adam Sieminski mentioned the “significant opportunity” for consumers to supplement their oil heat with wood pellets, as well as with electricity.

The inclusion of wood and pellets in the Winter Fuels Outlook came after over a year of discussions and meetings between the EIA and a coalition of wood and pellet groups. Senator Shaheen (D-NH) also raised the importance of pellets as an alternative to oil in New England with Administrator Sieminski.

According to the EIA, wood and pellets now produce more residential heat in the US than propane and nearly as much as oil. Wood produces 0.5 quadrillion Btu (quads) per year, propane 0.49 quads and oil 0.6.

EIA projects that average household expenditures for heating oil and natural gas will increase by 19 percent and 15 percent respectively over last heating season. The agency expects the country will experience colder temperatures compared to last year's mild winter, with oil and gas prices remaining virtually the same.

In terms of wood and pellets, the report said:
Wood consumption in homes has risen over the past 10 years, reversing a trend seen in the last two decades of the 20th century. In 2009, U.S. households consumed about 0.5 quadrillion Btu (quads) of wood. Household fuel oil consumption, by comparison, was only slightly higher at 0.6 quads. In homes across the United States, wood is most commonly used as a secondary source of heat and is second only to electricity as a supplemental heating fuel. Twenty percent of New England homes (1.1 million) used wood for space heating, water heating, or cooking in 2009 (EIA, Residential Energy Consumption Survey, 2009). This is nearly twice the national rate. Almost half of all rural households used wood in this area of the country. In contrast, only 12 percent of urban New England households used the fuel.
According to data previously published by the EIA, the average American household heating with wood consumes two cords of wood per year. This number includes homes that use wood or pellets as a primary, secondary or occasional heat source. The EIA also documents that consumption in rural areas is more than twice that of urban areas. The EIA estimates that 91% of homes that heat with wood use firewood, 8% use wood scrap and 6% use pellets.



Wood use also trends strongly with income level, according to EIA survey data, with households making $20,000 or less using more than twice the amount of wood as households making $120,000 or more. 

“The EIA’s focus on wood and pellets is an important and timely step in the right direction,” said John Ackerly, President of the Alliance for Green Heat, a non-profit consumer organization based in the DC area. “If EIA can report on pellet prices along with oil and propane, consumers will be better equipped to make the best choices for them, which may be to use a local, renewable fuel,” Ackerly added.

Congress May Extend Biomass Stove Tax Credit


Alliance for Green Heat, July 25, 2012 - The 25C tax credit for wood and pellet stoves and boilers that began at $1,500 in 2009, dropped to $300 in 2011, and then expired last January, may return.  While nothing is expected to be passed in Congress before the election, a variety of bills could be passed soon after, during what is known as a “lame duck session”.

One possibility is that Congress will simply extend the 2011 version of the bill, which would cap the tax credit for 75% efficient (LHV) biomass heaters at $300.  There has been talk of implementing this retroactively, so that purchases made earlier this year would be eligible for the tax credit.  Another option would be for legislators to create a standalone bill that could change the eligibility criteria and raise the credit up to $500 or even $1,000.

Various organizations in the biomass space are pushing for an extension of 25C, including the Alliance for Green Heat, Hearth, Patio & Barbeque Association, the Pellet Fuels Institute and the Biomass Thermal Energy Council.  For more background on the tax credit, see http://www.forgreenheat.org/incentives/federal.html, and for background on attempts to establish an alternative performance-based credit, see http://www.forgreenheat.org/incentives/homestarpage.html.

The currently expired 25C tax credit was a cost-based credit, meaning it was based on what the consumer spent on their biomass heater – not the amount of energy saved.  Many in the energy community, including the three big non-profit players in DC – the American Council for an Energy Efficient Economy, National Resources Defense Council and the Alliance to Save Energy – have been trying to craft and push a performance-based credit. This would involve having an energy auditor measure the expected energy savings and then basing the total credit on that. 

The 2010 Home Star bill and the 2012 HOMES Act were both performance-based systems but the legislation never passed.  Congress asked the GAO to study which system would be more cost-effective and would result in greater energy savings.  The report found strengths and weaknesses in both approaches and did not make any recommendation about which one was better.  Here is part of their summary:
Under criteria for evaluating a tax credit design, both the performance-based and cost-based credits have advantages and disadvantages with neither design being unambiguously the better option based on current information.

Both a cost-based and a performance-based credit are designed to reduce energy use and CO2 emissions by providing incentives for energy conservation investment. However, they differ in their relative effectiveness and costs. In general, a performance-based credit is more likely to effectively reduce energy use and CO2 emissions because it rewards energy savings from the investment rather than the cost-based credit’s rewarding of spending regardless of whether this spending results in energy savings.
However, the performance-based credit may have significant up-front costs for energy audits, not required by the cost-based credit, which could reduce its effectiveness by discouraging investment. In addition, for taxpayers who do invest, these up-front costs may mean that a performance-based credit may have significantly higher taxpayer compliance and IRS administrative costs than a cost-based credit. A credit’s fairness depends on subjective judgments of how a credit varies with a taxpayer’s income level.
Various groups took issue with the GAO’s report, including the National Association of Home Builders (NAHB) who found that it missed the bigger picture. They said in a recent blog post that “failure to extend the 25C tax credit undermines a successful policy that created jobs in the hard hit residential construction sector and yielded long-term gains for homeowners’ energy bills.”

A Plan to Advance Thermal Biomass in Maryland


The Maryland Wood Energy Coalition, organized in April, 2010 and composed of university, state agencies, private representatives and nonprofit representatives – including the Alliance for Green Heat, recently released a report for Maryland Policy Decision Makers and Citizens titled A Prospectus For Advancing Biomass Thermal Energy In Maryland.

The 20-page prospectus provides research‐based information and policy recommendations to increase the adoption of advanced wood energy technology in Maryland. Officials from the Maryland Energy Administration and the Maryland Department of Natural Resources were among the key authors. 

The Alliance was also very involved in the preparation of the report and drafted sections that addressed residential wood and pellet heating. The effort was informally chaired by the University of Maryland Extension Service. 

The Coalition found there is great potential for residential scale technologies in the state, finding that over 7 billion BTUs of thermal energy are available from sustainably harvested biomass and could offset significant amount of propane, oil and electric heat. 


The Coalition recommends the following to support residential scale thermal biomass:
  • Establish programs to accelerate the transition from older technologies to efficient and clean technologies. Continue to support the Maryland Department of Environment’s $100,000 effort to change out older outdoor wood boilers. A well designed air quality/renewable energy program could effectively swap out older non-certified conventional wood stoves and give homeowners credit towards upgrading, several states, especially Oregon have designed effective programs to do this.
  • Extend residential renewable energy property tax breaks for solar and wind to advanced residential wood combustion.
  • Energy Performance Contracting (EPC) should include evaluation of biomass for heating and cooling systems.
  • Expand focus on wood appliances in home energy audits, weatherization programs, and energy assistance programs. Maryland home energy auditors and contractors should be trained to better assess wood stoves or fireplaces for energy efficiency, contribution to the energy needs of the home, and safety. Weatherization and energy assistance programs should classify very old stoves as health and safety risk.
  • Low interest loans or outright grants for biomass appliance assistance for homeowners. This program could provide a scaled financing system favoring low- income consumers. Envisioned is a rebate program or tax incentive for installing EPA certified wood or pellet stoves.

Case Study Finds Wood Costs Least of Alternative Energy Sources

 The Cumberland times ran an article yesterday titled "Don't Knock Wood as an Energy Source" discussing how Derrick Bender, University of Maryland Extension educator, is in the middle of a case study comparing the cost of using wood, wind and solar as alternative energy sources. The laboratory? A house in Cumberland, MD that has solar panels on one side, two wind turbines on the other and a wood-burning furnace in the garage.  

"According to numbers crunched thus far by Bender, a homeowner who self-installs a furnace and cuts his or her own wood will pay a little more than 4 cents per kilowatt hour. Having the furnace installed, but cutting own wood increase the cost to almost 6 cents per kWh. Having the furnace installed and buying wood jumps it again, this time to almost 13 cents per kwh.

On the other two hands, the cost for wind is almost 29 cents and the tab for solar almost 33 cents."

Facts and Analysis on 2010 Census Heating Fuel Data




· The top ten states of per capita primary wood heating are: Vermont (15%), Maine (12%), Montana (8%), New Hampshire (8%), Oregon (7%), Idaho (7%), West Virginia (6%), Alaska (5%) and Wyoming (5%).
· Four of the eight most populous states - New York, Pennsylvania, Ohio and Michigan - experienced increases in wood heat of at least 65%.
· Rapid rise in wood heat is not just confined to states with very high use of heating oil. In Michigan and Ohio, for example, where the relatively inexpensive natural gas is dominant, wood heat still soared.
· West Coast states, where laws regulating wood heating tend to be stronger, had modest increases in wood heating (6 – 12%) but it is unclear to what extent those regulations kept wood heat growth in check and to what extent other factors were responsible.
· The only part of the country where wood fell as a primary heating fuel was the Deep South, where states experienced a 2 – 13% decline with the exception of Florida that declined 21%.
· In a significant milestone, since 2000 wood has overtaken propane as a primary heating fuel in three eastern states: Maine, Vermont and West Virginia. This is the first time that wood has topped propane in an eastern state since 1970.
· In Europe there has also been a rapid rise in wood and pellet heating, which has more to do with generous government incentives to help homes reduce fossil fuel use. Many European countries have had 25 to 50% incentives for much of the previous decade.
· The US had a 30% tax credit up to $1,500 for only two years, 2009 and 2010. Currently the tax credit is only for 10% with a maximum of $300.
· The number of homes heating with wood fluctuates much more quickly than other fuels because most families who use wood as a primary heat source also have a fossil fuel back-up which they use more of when or if that fossil fuel is more affordable.
· According to the US Forest Service reports, a majority of Americans who heat with wood cut or collect their wood.
· Some states with a more than 90% rise in wood heat have very high unemployment, such as Michigan and Nevada, ranked 1 and 3 for highest unemployment rates. But in New Hampshire, which also had more than 90% rise, unemployment is among the lowest in the US.
· A disturbing trend is that in some of the states with the greatest increase in wood heat, inefficient traditional outdoor hydronic heaters that often create excessive smoke are still allowed to be installed, such as Ohio, Michigan, Wisconsin and Minnesota. These four states have more than half of all such outdoor heaters in the US according to a 2006 NESCAUM report. (13 states, mainly from the Northeast and the West Coast, ban the installation of these devices but most allow cleaner, EPA qualified ones to be installed.)

Wood Heat Symposium Challenges Policy Makers to Address Wood Heat’s Potential

This last Tuesday, Washington DC witnessed a rare event; a group of policy makers, industry officials and environmental organizations gathered to discuss the renewable energy contributions of everyday Americans using wood to heat their homes. The basics of this technology has been around for hundreds of years, but its modern form has yet to earn the same respect and attention flashier renewable energies such as wind or solar power receive. Wood heat provides 80% of residential renewable energy in America, solar PV 15% and geothermal only 5%, but wood heat has consistently been neglected by state and federal policy makers. On Tuesday, the Alliance for Green Heat’s Symposium, “Scaling up Residential Biomass Heating” helped to raise the profile of residential wood heat in Washington.

This symposium explored the opportunities for policy makers to maximize the potential of residential wood heat to reduce fossil fuel use in a tight fiscal climate, while minimizing its drawbacks. The eleven expert speakers covered the policy landscape, sustainability and emissions issues, state and federal case studies and results of a newly released study on wood heat incentives. The discussion was divided into two panels, the first, “Wood Heat in America: The People’s Renewable,” was a bright look at the scale and potential of wood heat in America, with Dave Atkins from the Forest Service outlining the ecological benefits of firewood harvest, John Ackerly of the Alliance for Green Heat presenting on how wood heat will continue to outplace solar, Jack Goldman of the Hearth Industry discussing how technological innovations are cleaning up wood smoke and Jon Strimling of American Biomass discussing how the country can further scale up wood heat. This panel was introduced by Edmund Gee of the USDA, and moderated by Lily Donge of the socially responsible investment group, Calvert Asset Management.

The second panel outlined various policy and incentive options for residential wood heat. The Alliance for Green Heat’s Tatiana Butler both moderated and discussed their newly released 130 page policy toolkit on Transforming Wood Heat in America. Scott Nichols of Tarm USA began the discussion by comparing the US’s progress on promoting wood heat as a valuable energy solution with the great advancements Europe has made. Steve Nadel from the American Council for an Energy Efficient Economy discussed how incentives can act to drive the market towards the most efficient appliances. Finally Chris Rice from the Maryland Energy Administration gave a real life example of how Maryland has tried to integrate wood heat into their renewable energy policies. Ed Cesa concluded the symposium with a discussion of the valuable educational work the Wood Education and Resource Center performs and finances.

Stakeholders who attended included representatives from the Forest Service, EPA, state energy offices, the EIA, environmental groups, non-profits, the Congressional Research Service and many wood heat related businesses. There was concern expressed over how we would know when the nation would hit the point of unsustainable harvest. While that point is far in the future, attendees felt it was important to consider when growing the use of woody biomass while other uses of it may grow quickly as well. Other discussion centered on how low-income families would be affected by tightening emission standards and the difficulties invasive species such as the Emerald Ash Bore, pose to the firewood industry.

Wood: The Renewable Energy That’s Generating Interest

Marc- Thanks for bringing the renewable energy discussion back to earth. Biomass is still the lowest-cost renewable technology out there after hydro and geothermal and is certainly well below the delivered KWh costs of off-shore wind or PV. Better yet, the costs of converting coal firing furnaces to biomass co-firing capability is low and is driving the 40% increase (2009-2010) in demand for pellets in the EU27. According to Hawkins Wright’s Forest Energy Monitor (www.forestenergymonitor.com) the new UK Renewable Heat Incentive is really taking shape and driving major investments in biomass technology across the grid. Saying that wood burning gets no respect is a bit generous. In many areas of the country, wood burning has a bad reputation and in many cases deservedly so. The North American outdoor wood burning industry as a rule has done a great disservice to the notion that wood is a "clean/green" fuel. Years of false or misleading statements regarding the use of unseasoned wood, promotion and manufacture of units that are grossly in-efficient, and resellers that have little understanding or actual knowledge of combustion and heat transfer have done tremendous damage to wood burning in general and wood boilers in particular.
Gasification technology is old news in Europe and has been commonly applied to many different combustion appliances. (do a little internet searching about wood gas powered automobiles) Here in the USA, first cost/lowest cost dominates thinking as always and so what if it fouls the air and uses twice the fuel that a unit designed for efficiency does. 
As a person involved in the heating industry I am frustrated that best practices and best technology have been so slow in being adopted by the US market. In addition, the current EPA standards and test protocol bear about as much resemblance to real world conditions as I do to Jessica Simpson. They are an embarrassment to anyone with a functioning brain as witnessed by the outrageous claims of efficiencies well into condensing territory when such is not even remotely possible. That these efficiencies were posted on the EPA's website in the first place (subsequently removed thank goodness) is a testimony that some one or maybe no one was paying attention. 
Wood burning, be it cord wood, processed product, wood waste, chipped form or what ever, can play a large part in the energy security and independence of this hemisphere. It has to be said though that this will happen only if wood is viewed as the same caliber resource as solar, wind, gas or oil. It must be used and consumed with the best possible technology and the best accepted practices or it will fall far short of its potential.

I've a close friend who has less than 10 acres and uses only wood to heat her home, its a small house and they make due with 2 small trees a year, and they only cut the ones that have died the year before due to lightning strikes or other natural reasons. They never cut a tree that's not already dead and they have lived on this land by these means for at least 20 years.
Its not a micro house its a very comfy house for 3 people to live in, no they don't have 50x50 bedrooms and a bath that could house a small country but its still nice enough.
Overindulgence is the main problem, if everyone had a realistic sized house the acres needed should be much less than 10. A modest house and smart use of other sources of energy such as geothermal and solar is the best we've got, it may not be perfect but that's not going to happen ever. Sadly THATs not going to happen if people keep whining about every little thing, take baby steps and ween people off the evil energy producers.
