Wood pellet data is vital to understand contribution of pellet heating in America

 The Alliance for Green Heat submitted a public comment on the EIA's Densified Biomass Fuel Report earlier today. The EIA was gathering comments on a proposed three-year extension on the report along with specific questions on its function and use.

"The Alliance for Green Heat (AGH) would first like to thank the U.S. Energy Information Administration (EIA) and the Department of Energy (DOE) for giving the public an opportunity to submit comments on the proposed three-year extension to Form EIA-63C, “Densified Biomass Fuel Report.” As a national nonprofit that advocates for the reduction of fossil fuel heating through the responsible and sustainable use of wood and pellet heat, we are deeply invested in the outcome of the EIA and DOE’s decision to continue to collect data on pellets.

Summary: The EIA does not need to collect more information from pellet manufacturers. However, it does need to publicly release much more of the information it is gathering.

It is important for policymakers, environmental organizations, and the public to have a far more accurate understanding of the differences between how utility pellets are made, how premium heating pellets are made, and the carbon impacts of how they are used. Utility pellets have biodiversity, equity, and carbon impacts that are more serious than premium heating pellets based on their feedstock, the size and location of their manufacturing plants, and the enormous amount of waste heat that is lost when making electricity. Data gathered by the EIA provides some of the underlying metrics to understand those different impacts.

Wood pellets are an excellent low-carbon heating fuel for homes, businesses, and institutions. They will likely become an even greater complement to heat pumps in the future, based on the different pros and cons of each heating pathway as our energy grid seeks to keep up with increasing electric demand. Wood pellet production and use are also extremely important for better understanding air quality and whether states and air quality agencies have been able to increase the percentage of pellet stoves compared to wood stoves. Also, EIA data from their housing survey, part of the Residential Energy Consumption Survey, shows that wood pellets serve many very low-income homes. The 2020 data shows the income bracket with the highest reliance on pellet stoves compared to wood stoves is the $10,000 - $19,000 household income bracket. This makes wood pellets very relevant to the energy equity community.

Our industry and stakeholders have become used to seeing top-level data such as the wood pellet production capacity by region, overall production of heating vs. utility pellets, and domestic vs. foreign pellets. But to really appreciate the various roles this industry plays in providing renewable heating in America, we should all be versed in more granular detail.

For example, it is very important for government agencies, pellet stove manufacturers, pellet fuel distributors, retailers, and consumers to know the volume of:

• PFI certified domestic heating pellets made year-by-year,

• Non-PFI certified pellets made year-by-year if the percentage of bagged vs. bulk domestic heating pellets is trending up or down,

• Utility pellets used domestically,

• ENPlus A1 or A2 bulk heating pellets are made in the US (these would likely be bagged in Europe for residential distribution), and

• Compressed bricks, compressed logs, and briquettes made, year-by-year.


The EIA could also provide more detail about where wood comes from. It provides summary, top-level data, but we believe there is more data available that does not infringe on confidentiality.


A breakdown by state also tells an important story of pellet production in the United States. North Carolina, the top producer of industrial pellets for export, makes nearly as many pellets as the bottom 20 states combined - which produce heating pellets.

Response to EIA questions:

1. In response to the invitation to comment on the following statement: “(a) The proposed collection of information is necessary for the proper performance of agency functions, including whether the information will have a practical utility,” AGH would like to highlight the value that the Densified Biomass Fuel Report provides to hundreds of stakeholders in the renewable energy space who need this information to assess the capacity of this sector. The data provided through the reports helps track trends in pellet production and increases the ability to produce accurate, science- based assessments on pellet heating. Without the Fuel Report, organizations would lose one of their most reliable and unbiased information sources on pellet data.

In the energy transition landscape that our nation is currently undertaking, being able to account for, and have accurate information on, all forms of renewable energy is paramount. If our nation’s leading agency on energy information is missing data and research on a large, mainstream, and established renewable energy source like biomass, the agency is failing to carry out its mission.

2. In response to the invitation to comment on the following statement: “(c) EIA can improve the quality, utility, and clarity of the information it will collect,” AGH would like to suggest that the EIA publish more of the data that it collects. Assuming no confidentiality conflicts, we believe publishing all gathered “Product Type” information is essential (e.g. amount of “Wood Pellets Premium (PFI certified) Bagged,” Wood Pellets Premium (PFI certified) Bulk”, etc.). Similarly, publishing data on “FeedStock Type” (e.g. “Roundwood,” “Sawdust,” “Waste Wood,” etc.) would be helpful when explaining to policymakers and the public the different supply chains in the pellet industry. This is particularly important for policymakers and the public to differentiate how heating vs. utility pellets are made. This would also provide industry and organizations with a clearer vision of the current capacity of biomass for heating, helping provide decision- makers with valid, data-driven information. Because this information is already gathered in the monthly reports, this would not add any time burdens on the pellet manufacturing companies.

Wood is a diverse and vital renewable energy source for America. Many Americans do not seem to know that up until 2015, wood produced more renewable energy than any other renewable source. Since 2016, biofuels have been the top producer, but the intensive process of converting solid biomass to biofuels sharply reduces its carbon benefits.

Many Americans may also be surprised that wood still produces more renewable energy than hydroelectric solar and geothermal combined. As recently as 2015, wood produced more energy than hydroelectric, solar, geothermal, and wind combined. It is a vital part of America’s transition to renewable energy to know that the use of wood as a renewable energy has been relatively stable but shrinking since 1985, and the amount of solar and wind energy has been rapidly growing. Part of this story is understanding and managing all the different feedstocks that go into wood energy - mainly pellets, wood chips, and wood logs.

The EIA can do a better job using the data that it collects from pellet manufacturers to tell a more detailed story about wood pellets made in America and pellet heating in America."

New York bans fossil fuels in new builds beginning in 2026: Implications for hearth retailers are still unfolding

On May 2nd, New York State lawmakers approved their FY 2024 New York State Budget. Embedded in this budget is a historic provision to electrify buildings and homes on a state-wide basis. The provision designates New York as the first state to pass legislation banning the installation of fossil fuel equipment in new buildings. The mandate comes into effect in 2026, initially applying to shorter buildings and then expands to encompass all new construction by 2028. Prohibited appliances in new buildings include gas, oil and propane space heating systems, gas dryers and gas water heaters, among others.

The hearth industry in New York, and especially hearth retailers, will experience little impact until 2030, when a ban on fossil fuel equipment includes installations in existing homes. Until then, they will likely experience more demand for gas appliances and have time to diversify into heat pumps or other products and services. Gas installers and technicians will have work maintaining existing equipment after 2030, but that will gradually contract over the ensuing decades, while other types of hearth installations grow.

The hearth industry, represented by the Hearth, Patio and Barbecue Association (HPBA), sells appliances that use any and all fuel— gas, propane, electric, wood, and pellets. However, they are now doubling down in defense of gas, aligning with major oil and gas lobbies. HPBA’s position statement on its website says they believe, “it is critical to lower carbon emissions based on solid science and technology. Requiring communities to be all-electric does not achieve the intended reduction due to inefficiencies with generation, distribution, and lack of storage.” However, many HPBA members, including the Alliance for Green Heat, strongly support electrification and the increased use of modern wood and pellet heating as a proven pathway to reduce fossil fuel heat. AGH’s President, John Ackerly, said, “We urge the new CEO of HPBA to provide the leadership for the hearth industry to evolve and attract and retain a younger and more diverse workforce who can thrive in the future.”


Wood and pellet stoves are not impacted by the NY policy other than possibly benefitting retailers with greater wood and pellet appliances sales, as gas fireplaces are phased out. Indoor gas fireplaces appear to be the hearth product that will be most impacted, and it is still unclear if piped natural gas to outdoor barbecues, pool heaters, and hot tubs, for example, will face restrictions after 2030. Most experts think appliances using outdoor portable propane tanks, like barbecues, firepits, and outdoor fireplaces will not be impacted after 2030. Karen Arpino, Executive Director for the Northeast Hearth, Patio, and Barbecue Association’s Board of Directors, expressed reservations in that the law stands more as a symbolic rule rather than a law to really impact New York’s GHG emissions.

Almost all stove retailers sell to the existing home market. The industries to be affected by this law are new home builders and smaller retail businesses focused on supplying appliances to new construction. These will likely be the hardest hit if they don’t diversify their business to include heat pumps, for example. A stove retailer in Rochester, New York, was more concerned about the precedent for other states than the impact on their own business. They, like others interviewed for this article, are planning on “just riding it out.”

The New York law, as in many states, relies on changes to building codes to be implemented. Thus, it will be the state fire prevention and building code council that will provide clarification and exemptions that determine some of the critical gray areas for outdoor hearth gas and propane uses, as well as what kind of electrical appliances could be installed. The Alliance for Green Heat is urging jurisdictions to put guardrails on baseboard electrical heating, especially in lower income homes and apartments, as it is less expensive to install compared to heat pumps, but far more expensive to run.

The Alliance for Green Heat reached out to some of the primary advocates of the ban to see whether they knew how it would impact specific indoor and outdoor hearth appliances. The Alliance for a Green Economy’s Executive Director, Jessica Azulay, said that the gradual phasing out process of fossil fuels allows time for the industry to familiarize itself with the required technology, educate installers, and ramp up the production of electric appliances. Patrick McClellan, the Policy Director for the New York League of Conservation Voters, underscored the importance of the phased approach, but neither were sure how outdoor gas and propane appliances would be treated. However, they did suggest that outdoor appliances are not the target.


Hearth industry ramifications in other electrification policies

While New York is the first state to put electrification of new buildings into law, several other municipalities, most notably in California, have approved pro-electric energy and building codes. For instance, Brisbane’s city council voted to amend their building code to require new residential buildings to be all electric in 2019. Notable exceptions to the code include the ability for residences to still incorporate non-electric cooking appliances and fireplaces in new buildings. Oakland, CA, amended their municipal code in 2020 to require “all-electric construction in newly constructed buildings.” This ordinance did not restrict portable propane appliances for use outside of the building envelope, including outdoor cooking and heating appliances. Marin County, CA, passed a similar ordinance amending their building code in 2022, making an exception for portable propane appliances outside of the building envelope. These are only three examples from over 50 cities in California that have similar electrification requirements in their building and energy codes.

Low carbon electric heat and the grid

Much of New York’s ban on fossil fuel equipment installation has to do with space and water heating, even though gas stoves often get more attention. The shift to heat pumps and heat pump water heaters will initially run mostly on electricity made by fossil fuel, but their extremely high efficiencies still significantly reduce carbon impacts. Currently, nearly 60% of the state’s electricity is generated from natural gas, accounting for 46% of its utility-scale in-state generation. Achieving lower carbon emissions in New York relies heavily on rapidly decarbonizing the energy grid. New York has developed a plan to address this challenge. By 2030, 70% of the grid load will be met with renewables, with the goal of 100% of the grid being powered by renewables and zero-emission sources by 2040.

New York’s restrictions on fossil fuel installations target buildings, the largest source of greenhouse gasses in the state.

New York will face scrutiny on whether an unjust energy burden materializes for low-to-moderate income (LMI) households living in existing buildings and whether all-electricity stands as an affordable option for everyday consumers. To support LMI households during this transition, the New York legislature has approved $200 million to help weatherize and electrify low-income homes. In addition to this, the NY Home Energy Affordable Transition (HEAT) Act is in the works, hoping to lead an equitable, neighborhood-scale decarbonization effort. It is currently sitting in the Senate Energy and Telecommunications Committee. Still, some construction companies say that mandating electrification in new builds will increase construction prices, further pushing LMI families off of the housing market.

Opportunity for wood and pellet stoves

For those producing wood and pellet stoves though, there doesn’t seem to be an obvious downside. NEHPBA’s Karen Arpino had discussions with New York legislators and many were eager to work on legislation to promote wood stove change-out programs in the state. NYSERDA used to offer rebates for pellet stoves if a household turned in an old wood stove.

While 108,202 households heat primarily with wood (1.4%) in the state of New York, its use in rural counties is substantial, providing a significant level of low carbon energy resilience and diversification without adding further stress to the grid. For example, in Schoharie county, 15% of homes use wood as a primary heat source and 20% in Hamilton, with far more homes using it as a secondary heat source. Wood stoves provide homeowners more confidence to electrify, and they are likely to become more popular in electrified homes if it is cheaper than using a heat pump in the coldest weeks or months of the year. If the grid becomes even more unreliable in rural areas, wood stoves are an obvious back-up option and as solar and battery options grow, pellet stoves could also be a back-up heat source.

Pellet stove performance makes big gains as interest in renewable energy grows


In 2009, the average pellet stove emitted 2 grams of smoke (particulate matter) per hour. No one had any idea which stoves were efficient and which weren’t.  Ten years later, the average pellet stove certified to be sold as of May 2020 emits only 1 gram per hour.  By cutting that number in half, the emissions around homes that heat with these new pellet stoves are barely perceptible.  

Efficiency has also risen, with the average efficiency of pellet stoves now nearly 74%, but some as high as 87%, based on the EPA's certified stove database.  Ten years ago, average efficiencies were under 70%. 

A variety of factors led to these performance improvements but it’s not yet clear if they will lead to an uptick in installations.  Based on interviews with numerous pellet stove retailers, most consumers don’t buy pellet stoves based on increased performance values. 

“We see a lot more customers who want a renewable heat source and are not so concerned whether it’s going to save them money or not,” says James Cusano, a veteran stove retailer at the Stove Barn near Concord New Hampshire.  “Consumers are looking for ease of use – which means big hoppers, minimal maintenance and thermostat controls – and many now want to avoid fossil fuels.”

Cusano says heating preferences in New Hampshire are changing and consumers have more options today than they did 10 or 20 years ago.  Heat pumps are an option, but with cold New England winters, stoves are still prized.  For pellet stoves, consumers “want it to be as close as possible to heating with a modern central system, but with a biomass fuel source, and without the much larger investment required for a pellet-based central heating system.”

Other retailers, such as Richard Thomas, who runs Courtland Hardware in Maryland, say renewable energy is not a big driver.  He says many people buying pellet stoves used to have a wood stove and are looking for the ease of use that pellet stoves offer.  Maryland has a stove incentive program driving consumers toward cleaner and more efficient pellet stoves, rather than basic wood stoves.  Massachusetts and New York have similar programs that require turning in an old wood stove.  These states show that harnessing interest in stoves and moving towards pellet heating can be a key strategy for decarbonizing heating fuel loads. 

The renewable energy movement so far is benefiting heat pumps far more than pellet stoves, though both offer the potential for low carbon space heating. Until there is a lot more renewable electricity on state grids, advocates say pellet heat should be an obvious choice, helping to avoid winter electric peak demands that are more likely to be met with combined cycle gas plants than with renewables.

National pellet stove trends

Pellet stoves are well-known in the wood heating community, but many consumers and renewable energy experts still don’t know exactly what they are and how they differ from wood stoves.  No precise figure exists about the number of pellet stoves in use today, but most experts think it is more than 1 million.

Current sales figures are not public but past figures show large swings between years amidst a long term growth pattern.  Pellet stoves have never outsold wood stoves, but they have come close, selling up to 150,000 units some years.  More recently, pellet stoves may be only a quarter or third of wood stove sales (in the 50,000 per year range). Even at 50,000 units a year, however, pellet stoves are being installed at a scale that merits more attention.

There is evidence that pellet stoves are gaining traction, partly from demand of people who used to heat with wood and partly from first time buyers.  In Vermont, one of the few states that includes pellet stoves in surveys on home heating devices, more than 8% of homes use pellet stoves or boilers as their primary heat and an additional 3.6% use pellets as a secondary heat source.    This is a rapid rise from 2008 when less than 2% of homes used pellets as a primary fuel.

Maryland does not track pellet stove installations but the state released data showing that 85% of people receiving rebates for an efficient stove chose the pellet stove rebate over the wood stove rebate.  Richard Thomas sells pellet and wood stoves at three locations in Maryland in northeast Maryland and he says that 90% of the stoves he sells are pellet and less than 10% are wood stoves.  

The best pellet stoves consistently emit well under 1 gram of PM per hour, 1/5th or 1/10th the emissions of a  wood stove in the hands of the average consumer who may rarely get the results achieved in the test lab.  Like many modern combustion engines – from cars to furnaces – modern pellet stove emissions are almost always invisible and undetectable by the nose, but pellet heaters  still emit more per hour than a car and much more than a modern gas or oil furnace. Bigger PM reductions are still underway with pellet combustion technology and one pellet stove model was recently tested at 0.22 grams an hour, a level that some thought was nearly impossible.  

One stumbling block for pellet stoves is the public perception that they accelerate deforestation.  There are large volumes of sawdust and scrap wood from lumber yards that have been used to make heating pellets in the northeast for decades.  Those volumes can rise or shrink depending on the strength of the housing market and the economy overall.  There was little confusion about the source of fiber for pellets until large corporations started harvesting whole trees from the southern US to ship to Europe to make electricity.  It is now commonplace for people to think that’s how heating pellets are made.  Likewise, many don’t distinguish between small scale heating at 75% efficiency and industrial scale electricity production at 25% efficiency.

The large percentage of pellet stoves sold today is great news for air quality agencies since they operate far cleaner in homes than wood stoves. It’s also great news for the renewable energy community since a pellet stove can run 24/7 and is usually a home’s primary heat source. A pellet stove used as a primary heater in most parts of the US will typically make as much energy as a 5kW residential solar panel installation.

Prices

Accurate price data is not available to track changes between 2009 and 2019.  At the high end, top brands like those from Harman, Quadrafire and Travis sell for $3,000 - $4,250 and installation can add $500 - $750 or more.  At the low end, there is still an abundance of very affordable pellet stoves.  At least seven manufacturers make pellet stoves that sell for $1,000 or less (two of them appear to be on the market illegally and are not EPA certified.) 

A top value stove, the PelPro, has several models that sell for about $1,200 and are among the cleanest and most efficient on the market.  Scott Williamson, a professional pellet stove repair technician from Massachusetts, says with their large hoppers and solid reliability history, it’s hard to find a better pellet stove for anywhere near that price point.  PelPro stoves are sold by big box stores, requiring consumers to find and hire a professional installer and repair technicians on their own, compared to specialty hearth dealers who provide those services and rely on the additional income streams.

The number of certified pellet stove models nearly tripled from 56 in 2009 to 171 in 2020.  Most pellet stove models in 2009 were not yet certified, due to a perceived exemption which was only supposed to apply to stoves that had an excess of 35 parts air to 1 part fuel.

Data shows that cleaner stoves are more efficient stoves

In addition to becoming cleaner and more efficient, there is now a clearer relationship between cleanliness and efficiency.  About half of the sixty-two 2020 certified pellet stoves are below 1 gram an hour, and half are between 1 and 2 grams.  The stoves under 1 gram had an average efficiency of 75.9% and those above 1 gram had an average efficiency of 71.7%: a nearly 10% difference.  This provides an additional motivation for consumers to look more closely at the cleanest stoves, as they also tend to be the ones that will use the least fuel for the same heating output.

James Cusano of the Stove Barn in New Hampshire also found that “the lower particulate emissions seem to require slightly less of the intensive cleaning that the higher emission models do, and that is critical to the long-term efficiency and reliability of any pellet burning appliance.”

In addition, there is a clear correlation between PM and carbon monoxide (CO).  Stoves emitting less than 1 gram of PM had an average of 0.18 pounds of CO per hour.  Stoves with more than 1 gram of PM per minute emitted an average of 0.29, 38% more.  CO is one indication of good combustion and is expected to correlate with PM.

The road to better performing pellet stoves

The year 2015 marked the biggest turning point for pellet stoves because the EPA required all pellet stoves to be certified and report the results of efficiency tests.  Stove retailer James Cusano says he has seen bigger changes in the bottom of the market than at the top.  Going forward, “the middle and top market models will continue to improve their automations, while the bottom will focus on continuing to try to meet the new minimum expectations at budget price points,” Cusano said.

The EPA decided to set the same PM regulatory levels for wood and pellet stoves, giving pellet stoves a very easy target.  The average pellet stove certified to the 2020 standard of 2 grams an hour emits about 1 gram an hour.  The federal IRS tax credit has also used a single efficiency number for both wood and pellet stoves, which would make far more pellet stove models eligible for a tax credit, if it were to be re-enacted.  Bills in the House and Senate supported by AGH, HPBA and scores of other groups propose a tax credit with a 75% efficiency limit as of 2020 would make most pellet, catalytic and hybrid stoves eligible and most non-cat wood stoves ineligible. However, after this tax credit was passed in December 2019, manufacturers began undermining it by certifiying that stoves even in the low 60s qualified for the tax credit.  HPBA declined to comment on how efficiency should be calculated even though efficiencies have always been averaged, just like automobiles average highway and city miles to get a final number.

Innovation and competition have also played an important role in the trend toward cleaner and more efficient pellet stoves.  A half a dozen models now emit less than a half a gram of PM per hour and a dozen are over 80% efficient.  

The US Energy Information Agency releases annual forecasts of heating fuels each fall but do not separate pellet from wood heating.  This year they predict a slight national decline in primary wood heating to a little less than 2% of US households (about 2 million homes), down from 2.2% about 5 years ago.  However, about 8% of American homes use wood or pellets as a secondary heat source, according to the EIA’s recent Winter Fuel Outlook.

Continued improvements in pellet stove performance will help the technology serve a core population of people who currently heat with expensive oil, propane or electric resistance heaters, as well as those looking for renewable options.  And, it may not be long before pellet stoves are designed and tested at or below 0.1 gram an hour, a technological milestone that could coincide with state and national policies aimed at increasing renewable heating goals.
